Description: The Illinois Environmental Protection Agency (IEPA) has been including Capacity, Management, Operations and Maintenance (CMOM) requirements in permit renewals to encourage permittees to focus on the collection system and reduce the risk of basement backups. Flow monitoring is a great tool to understand the collection system and determine the areas on which to focus. In addition, Sanitary Sewer Evaluation Surveys (SSES) identify deficiencies in the system that need to be addressed.
